Increasing international cooperation is fundamental for the worldwide higher education community to address the global goals set by UN Agenda 2030 – Transforming Our World. At the same time, the current geopolitical context demands that we engage in international cooperation in a responsible manner. In the face of differing understandings of what ‘responsible internationalisation’ consists of, there is an urgent need to embrace the aspiration of ‘empowerment’. This orientation fosters equitable cooperation and balanced dynamics between stakeholders, with globally beneficial results such as brain circulation rather than brain drain. How do we get there?
