The pioneering national-level policy for recognising refugees’ qualifications in Norway following the Lisbon ‘Convention on the Recognition of Qualifications concerning Higher Education in the European Region’ will be introduced and contrasted with the University of Colorado Boulder based in the USA, where no such national-level policy exists.
