The Bologna Declaration of June 1999 on the creation of a European space for higher education is a pledge taken by 29 countries to reform the structures of their own higher education systems in such a way that overall convergence emerges from the process at the European level. The ensuing debate and reform/change process has moved with surprising speed. Currently (2007) there are 46 countries participating in the Bologna process.
